Civil Society Organizations urge to guarantee an effective implementation of the Law for the
Protection of Human Rights Defenders and Journalists

Civil Society Organizations welcomed the enactment of the Law

At the same time, they noted the responsibility of the Ministry of Interior in the effective
installation of the Mechanism for their protection, in strict accordance with the Law, with
the civil society’s participation and with local authorities in order to guarantee its
effectiveness.

Mexico City, 22 June 2012.- Civil Society Organizations welcomed the enactment of the Law for
the Protection of Human Rights Defenders and Journalists, which will allow for the installation of a
mechanism able to give preventive and protective measures to guarantee the security and
integrity of human rights defenders and journalists located anywhere in the country.

Nevertheless, in order for this normative legislation to have a direct impact, the Ministry of
Interior is forced to guarantee that the Law will be implemented in an effective way within the
times established by the Law for the installation of its governing bodies and the elaboration of the
regulations, protocols and manuals required in consultation with civil society organizations.

We recall that between 2006 and 2010, according to the Inter-American Commission of Human
Rights (IACHR), 61 human rights defenders were murdered and at least 4 more remain
disappeared. On the other side, the Special Rapporteur for Freedom of Expression has
documented more than 66 journalists murdered from 2000 to 2010. Just in the past six months, 9
journalists have been killed because of their job.

Also, while at a local level there is no progress aimed at the protection of human rights defenders
and journalists, diligent investigations will be fundamental to follow up, particularly when attacks
against these groups are on the rise. However, since justice institutions are currently ineffective,
we consider this mechanism for their protection an emergency response to the context of violence
the country is facing, and in particular, the constant risk that human rights defenders and
journalists live.

In the frame of the forthcoming elections, civil society organizations urged the Federal
Government to design a transition plan that will guarantee the continuous and effective
implementation of the Mechanism, during and after the changes of Administration.

We demand the authorities to diligently investigate all threats and attacks against human rights
defenders and journalists, most of which are still in impunity, and to assure that those responsible
of such acts will be punished.
